Key Responsibilities
Ensure the continuing airworthiness for the aircraft managed.
Ensure that all applicable airworthiness directives, operational directives and other requirements established by DGCA in reaction to a safety problem with a continued airworthiness impact are applied.
Develop and control the Aircraft Maintenance Programme(s) for every aircraft managed, including any applicable reliability programme;
Present the Aircraft Maintenance Programme(s) to DGCA for approval
Monitor the effectiveness of the Aircraft Maintenance Programme(s);
He/ She will ensure that all maintenance and management of entire STAR AIR fleet is carried out on time and to an approved standard.
C A Manager shall be responsible for all continuing airworthiness management activities as detailed in CAR M.A 301 and CAR M Subpart G.
Establishment and development of continuing airworthiness policies and procedures for STAR AIR CAMO.
Ensure that the applications for approval, renewal, variations are submitted to DGCA regional Airworthiness Office in accordance with CAR-M.
Ensure that all required documents & manuals are prepared & submitted to DGCA for
Induction of additional aircrafts in STAR AIR’s Air Operator Permit.
Development, amendment and approval of the Continuing Airworthiness Management Exposition as per para 0.6 of this CAME.
Ensure that CAMO has sufficient manpower available to carry out the continuing Airworthiness management of STAR AIR aircraft Fleet.
Execution of aircraft maintenance contracts in accordance with CARâ€M requirements.
Ensure that continuing airworthiness of an aircraft and shall ensure that no flight takes place unless:
The aircraft is maintained in an airworthy condition, and;
Any operational and emergency equipment fitted is correctly installed and serviceable or clearly identified as unserviceable, and;
The airworthiness certificate remains valid,
The maintenance of the aircraft is performed in accordance with the approved maintenance program.
The accomplishment of satisfactory preflight inspection.
Pre-flight inspection is accomplished by appropriately authorized person (Pilot or another qualified person);
16. Ensure that:
a. STAR AIR remains in compliance with CAR-M at all times and;
b. Established maintenance contract is as per the DGCA regulation and person or organization performing maintenance shall be responsible for the task performed.
c. Sub part G approval as part of STAR AIR’s Air Operator Certificate (AOC) remains valid.
d. All the maintenance should be carried out by appropriately approved CAR145 Maintenance organization
e. Organization’s facility, aircraft and documents shall be presented to DGCA Officials as and when required at all reasonable times, to determine continued compliance with CAR-M.
MANPOWER TRAINING
Ensure that all staff engaged in continuing airworthiness management receives adequate training in accordance with 0.3.7.2 of this CAME to carry out their respective job functions.
Ensure that records in respect of personnel involved in CAMO activity will be recorded and archived, this should include qualification, experience and training details.
Ensure that STAR AIR pilots are duly trained by STAR AIR 145 AMO and authorized by CAMO if they are required to carry out and certify the Pre-flight inspection.
MAINTENANCE DATA
Ensure that:
i. STAR AIR holds and uses current maintenance data in accordance with point M.A.401 for the performance of continuing airworthiness tasks.
ii. All-online access accounts for the Maintenance Data shall remain valid all time for the respective aircraft in fleet.
iii. STAR AIR CAR 145 AMO Quality Manager, contracted/sub-contracted Organizations, Authorized Personnel involved in maintenance of STAR AIR aircraft shall have access to the current maintenance data as mentioned in the preceding point.
iv. The CAMO Staff such as Planning Manager, Technical Services Manager, Technical Publications & Records Manager, MCC Co-ordinator shall have access to the current Maintenance Data.
v. DGCA is provided access to the current Maintenance Data of STAR AIR. A separate access password shall be generated & provided to DGCA
19. MAINTENANCE PROGRAM
a. Development and amendment of STAR AIR aircraft maintenance program as well as presenting the same to DGCA for approval as required by CAR MA.302.
b. Ensures that Aircraft Maintenance program is revised based on current revision of Maintenance Data issued by the Manufacturer, component vendors & submitted to DGCA for approval.
c. Ensure that all maintenance on STAR AIR aircraft fleet is carried out in accordance with the aircraft maintenance program approved by Regional Airworthiness Office, Bangalore.
20. PLANNING/SCHEDULING/EXECUTION OF SCHEDULED MAINTENANCE
a. Ensure that all maintenance on STAR AIR aircraft is carried out only by appropriately approved DGCA CAR145 AMO or DGCA approved FAMO as per Aircraft Rule 133BA and released to service accordingly.
b. Ensure that adequate contractual agreement coverage exists to carry out all required maintenance as per approved maintenance program which falls outside the scope of CAR 145 approval of STAR AIR.
c. Establishment of relationship with the DGCA approved CAR-145 and FAMO maintenance contractor(s) for major maintenance and establishment of maintenance contract.
d. Coordination with STAR AIR post holders for all maintenance activities falling within the scope of work of STAR AIR CAR 145 approval.
e. Ensure that line and base maintenance is contracted whenever required, by establishing contractual agreement.
f. Ensure that scheduled maintenance, compliance of airworthiness directives, replacement of service life limited parts and component inspection are carried out properly and in a timely manner.
g. Ensure that complex maintenance task, is carried out only by a suitably approved or authorized personnel in compliance with the CAR 66.
h. Ensure that pre-flight inspections are accomplished as specified in Para 1.11 of this CAME.
i. Ensure that maintenance Check flights / Test Flight are carried out when required, as specified in Para 1.13 of this CAME.
j. Ensure work planning and follow up actions are taken in a timely manner.
k. Ensure Technical follow up action are taken in a timely manner.
21. RECORDS
a. Ensure that all continuing airworthiness records are controlled as per Part 1.3 of this CAME.
b. Ensure that all completed work packages are received from CAR145 AMO.
c. Ensure that all completed work pack ages are scrutinized & verified for correctness, prior to the entry into “ERP†software system.
d. Ensure with discrepancies in work packages are duly intimated to CAR145 AMO by email or by other means& corrections made prior to the closing of work package by CAMO staff.
e. Ensure that all computerised logbook entries are duly verified and entered in the relevant Aircraft, Engine, Radio, APU Logbooks. Each entry will be verified & signed by CAM.
f. Ensure that all the completed work packages are correctly entered & updated in the “ERP†software system by the Technical Publications & Records Manager.
g. To ensure all continuing airworthiness records such as Aircraft Technical Log, Aircraft, Engine, APU, radio Logbooks, History Cards, are retained as per the CAME Para 1.3 and CAR-M requirements.
h. Ensure that the weight & Balance data of the aircraft in the Aircraft Logbook is accurate & within the limitations of aircraft Type certificate.
i. Ensure presentation of continuing airworthiness records of STAR AIR fleet to DGCA on request.
22. MANDATORY COMPLIANCE
a. Ensures that the certificate of Airworthiness and Airworthiness Review certificate (ARC) for each aircraft operated by the company remains valid.
b. Ensure accomplishment of all applicable: -
i. Airworthiness directive issued by State of Design
ii. DGCA Mandatory Modifications
iii. Operational instruction with a continuing airworthiness impact for Special Operation
iv. Continued airworthiness requirement established by DGCA
v. Measures mandated by DGCA in immediate reaction to a safety problem.
23. UNSCHEDULED MAINTENANCE
a. Ensure that all defects discovered during scheduled maintenance or reported during operation in Aircraft Technical Log are corrected by an appropriately CAR145 AMO.
b. Ensuring rectification of all deferred defects are carried out on time;
c. Defect Reporting and Investigation.
24. REPORTING & LIAISONING
a. Ensure that any occurrence of a maintenance nature is reported to the DGCA and the TC / STC holders as per CAME 1.8.13. This includes both Mandatory Occurrences and occurrences related to maintenance findings.
b. Ensure timely initiation of airworthiness review for Issue, extension of ARC of STAR AIR aircraft fleet by DGCA.
c. Liaison with DGCA for obtaining approvals of STAR AIR documents such as AMP, MEL Aircraft Technical Log, Weight Schedule, LOPA, PBN, RVSM, and other special Operations.
d. Liaison with contracted CAR145 AMO & any other sub-contracted Organizations as required.
NON-COMPLIANCE REMEDIAL ACTION
Ensuring that the corrective/remedial actions for Non-Compliance Report of the quality audit findings are addressed in time and coordinated with quality department;
Any amendment required in CAME or any other applicable manual as a result of finding should be catered for further processing.
Ensure that the Quality System established by Star Air is effective in its application and any follow up actions required to address all findings are taken in a timely manner.
MODIFICATION & REPAIR
Ensure that modifications and repairs on STAR AIR aircraft are carried out as per AAC 01 of 2017.
Ensure that non-mandatory modification embodiment policy as per the CAME Para 1.6 are adhered to in respect of STAR AIR aircraft fleet.
MISCELLANEOUS
Ensures that all Continuing Airworthiness Staff involved in STAR AIR CAMO, discharges their duties & responsibilities very efficiently & in an accurate & time bound manner.
Ensures that all documents onboard the aircraft are available & kept in proper condition.
Ensures that all safety and emergency equipment’s onboard the aircraft are in proper condition.
Ensure that the pre-flight inspection of the aircraft is carried out with satisfactory results.
Ensure that the mass and balance statement of STAR AIR aircraft fleet reflects the current status of each aircraft.
Ensure that, at the end of lease period of STAR AIR aircraft fleet, all continuing airworthiness records are transferred to the owner / lessor;
Review and implementation, as appropriate, of any additional DGCA requirements.
Ensure the compliance of all applicable airworthiness requirements covered in CAR Sec 2 and other sections of CAR related to continuing airworthiness.
